I think that's a pretty good guideline.  I would probably increase the damage on Tombstone and choke slam (both should be more than a power bomb I think, given that they are both finishers nowadays while the power bomb is still a big move but not really a finisher much) and maybe decrease Asai moonsault.

.....when I redid my database a couple of years ago - I did two things - first I decided on the most damaging moves on my list (I came up with top-rope ddt and top-rope powerbomb) and gave them 200 and then I picked a basic move (in this case a vertical suplex) and gave it a value - every other move was then compared to the vertical suplex (more or less damaging, counters, etc.) - this went pretty well and took me about 4 hours or so (scattered over a couple of afternoons. I also adjusted some of the high flying moves to give the heavyweights a better chance against some of the juniors (all the high flying moves seem to be really high damage) so moves like the chokeslam and the piledriver and the DDT all got damage increase while moves like ranas got downgraded [if the jrs can't sell for eachother - why should I expect my heavyweights to sell for them ;)] so now things are more even, and now if i hit the random wrestler button, Jack Evans doesn't come out and kick the hell out of Hulk Hogan anymore.....
