"brings down opponent" flag

Moves have a flag that can be checked for "brings down opponent".  Now obviously this is checked for something like a slam or a power bomb.

But what about moves that require a wrestler to be be on the mat in order to execute the move (a splash, a figure four leglock).

Does TNM assume that if a move begins with the opponent on the mat that the move will also end with them on the mat?  This is true probably 99% of the time (only exception I can think of off the top of my head is something ling a catapault throw into the turnbuckle, which the opponent starts on the mat then ends up on his feet - more or less - in the corner) but I realized I'm not certain if TNM knows this.

Anyone know?

My understanding is that a move like a figure four or splash REQUIRES the opponent to be on the mat, but also LEAVES them there after the move (until picked up or stand up)
