A couple of questions regarding the game mechanics.

First of, counter moves.   Lets take the frog splash, which can be countered with a roll-away.  Does a wrestler have to have the roll-away as one of the 50 moves on his move list in order to use it as a counter?  Wouldn't that result in hin sometimes executing a roll-away at inappropriate times during the match?

Secondly, in the finisher's section, the set-up move.  Is that a move that has to be one of the 50 on the move list, or will it being listed solely as the set-up move result in the wrestler only attempting it when he's getting ready to execute his finisher?  Does the finisher-like move also have to appear on the move list?

I'd appreciate any feedback anyone can offer on this subject.

Counter moves do not have to be in the wrestler's moveset.  Therefore, anyone with the appropriate styles will be able to counter moves as set up in the move database.  As you noted, a moveset full of sidesteps and roll aways would be pretty odd.

Set up and Finisher-Like moves, on the other hand, must be included in the moveset.

As a general rule of thumb, wrestlers will only use moves in their moveset except in countering other moves and in certain circumstances involving combos.  Specifically, the combo will usually trigger when the first move in the set is triggered - therefore the second move need not be included, but the first should unless you plan on the combo only starting out of counters.  I believe the three move combo in the corner does not have to appear in the movelist because the trigger is positional, not the move used.  Cross corner moves are also handled in this way, I believe.
